It's just an expression. There are parents who play with their kids and what not, but players take it too far and use it to claim that all our rules exist for this purpose. They do not. I've explained this many times before. Here's an example:

The idea that they are non-existent or not populace enough to take note of is just untrue. We may not gear the game toward them, but they certainly are/have been there in healthy enough numbers.
