Killing Guards and NPC

I have often wondered...at what level and what training does it take to kill every single guard that comes after you for arrest.

Also does your offense carry over the boot?

Around Lv23 usually does the job

Skills obviously vary with race + guild

Nagas can kill them EASILY as soon as they hit Lv20
