Fireball is a Lore 4 spell, so you really can't compare it to a level 3. I see what you mean, though.
Assume Fireball and Dragonbreath are both used by one player with 15 Fire. A single fireball will do less damage than the full force of a dragonbreath spell.
You're thinking about how players cast multiple fireballs, and that isn't what the spell does itself.
