Inactive Quests

When will the inactive quests (Zoo Quest, Lost Daughter, Swamp Witch, etc.) be back?

Never...those quests have been down FOREVER

I heard that for the ones created by former wizards, they were planning on reinstating them as part of the final stages of wrapping up BETA.

It depends on the quest. Some are down forever, while some might be gotten to if the wizard who made it is still around. In the case of the latter, there is no time table. Either they will get around to it when they feel like it, they will be meaning to get around to it but nothing ever comes of it, or they have/will abandon it entirely. So basically, assume they are gone forever and be happily surprised if one is ever put back up.
