Ring of running, lightning boots, ring of sneaking, elven cloak, elven boots, spellbook of speed... leaf armor?

You forgot about the mine race ring.
Leaf armor gives +4 sneaking and increased movement speed. Downside is 25% vulnerability to fire and -8% to all melee resists.
Also, I'm pretty sure movement speed caps at some point so if your a pixie you won't need much speed equips.

leaf armor has vulnerability to just stab, not all melee... it does grant faster speed though

hmm..here's a few yall forgot to mention

anti-lag amulet
woodland boots
speed boots
snake whip

oh and this is a given, anything that grants flight is almost essential for quick movement

the favorite being the wings of fae
alternatives include wyvernskin robe, eagle/falcon amulets, and the (now) legendary ring of raven, and levitation boots

when not flying, snow boots, jumping boots, elven boots, and boots of firewalking should be looked into

Well, all that is nice but you need to be able to control your movement keys fast to bagin with... Well, you are now probably moving using your arrow keys +/or your num pad. But there are easier ways of movement. You might be familiar with the h,j,k,l movements from the unix environment. Add y,u,b,n to that and you have the perfect speed at moving. You might think I am insane using those to begin with but they do get way faster than the arrow keys once you get used to them.
