There is a robe* slot armor that gives resistance to cold - White Dragon Scale Mail, and 30% resist. There are guild-specific items that give Cold AC for the bracelet slot, but other than that there isn't much that I know of.
I'm not sure why you were asking, but typically for cold/fire you can get away with a ring and a DSM + endurance potions.
