I think air just makes the speed spell it last longer but atleast it is some extra speed.
As for berserk, I've never had a timer/cooldown for the spell but many things have changed since I last played. I've only ever used berserk on my hydra while in BRMA (and once in the auction house) and I had a friend with 29 fire magic cast it on me. The speed bonus you gain with berserk is huge (I think you gain attack speed too) but being unable to see your health means you either have to have a mage resist you or use in pking only. As for the anti-lag amulets I think they aren't tradeable.
Other than that I can't think of any other way to get your speed up.
